Nowadays, self-regulated learning ability is an important subject of the research into education. As a kind of learning ability, it is not only beneficial to improve the students' degrade in school, but also the base of the learners' all-life learning and developing. In the time during which knowledge and information develop quickly, developing self-regulated learning ability has been an new requirement to education. For the natural forming and developing of self-regulated learning need a long period of time, so the direction through school education is an important way to accelerate its development. And as an base of further and all-life education, basic education should take the responsibility. Starting from the middle school period during which the students has had the elementary self-regulated learning ability and focusing on strengthening the ability, can provide broader time and space for individual development. At the same time, facing the rapid developing and accelerated displacing, taking advantage of the internet to enrich oneself will be a way of individual development in future, and self-regulated ability will also be reflected in web-based learning. Furthermore, the web-based learning environment itself has many advantages to promote the development of self-regulated ability. So designing the web-based environment following the direction of the theory of self-regulated ability to promote the development of the middle school students' self-regulated learning ability can be a beneficial supplement to the school education in class to train the ability.This essay is based on the relevant results in this field. At first, it summarizes the connotation and defines the concept of self-regulated learning ability and pays more attention on the internal and external factors which influenced the development of self-regulated learning ability. Then, the essay analyses the middle school students' thinking characteristics, situation of self-regulated learning ability in the web environment, and information technology level in the second part. Part three explains the designing thought, and focus on the detailed designing strategies of the web-based learning environment to promote middle school students' self-regulated learning ability, including the designing strategies for stimulating the learning motivation; designing strategies for improving the cognitive level; designing strategies for improving the metacognitive level.
