After 90's,With the increasing demand for mobile communications market, inboth developing and developed countries, mobile communications technology andapplications have been developed rapidly. Mobile communications system hasevolved from first generation analog cellular communications systems to thesecond-generation digital cellular mobile communications systems which nowbeing used. In second-generation system use time, The consumer realized day byday to such as the text news transmission, the data networking turns on and so onthe any other businesses values which grows to be at. The second-generationsystem used to enable consumers increasingly aware of the value , such as texttransmission of information, data network access and the growth of other business.At the end of the 20th century, mobile communications technologies and Internettechnologies had had a tremendous impact for people's living, learning andworking. two unions were the information industries development ways that mustbe taken. As a result of the service pattern, the technology and all that variousaspects reason, the 2G system tends to saturated in the system capacity and theservice type, in order to adapt the mobile communication personalization, theintellectualization, the multimedia request, the International TelecommunicationUnion (ITU) and in the world other telecommunication standard entities and theresearch unit all already started to the 3G system research, proposed the 3G systemstandard, and will develop the 3G system according to this standard. The thirdgeneration system is for the multimedia correspondence design, it renews the morenimble traffic capacity and the higher data rate causes the public net and thespecial-purpose on-line information and the service turns on the ability bigenhancement. At present three big standards were acknowledged by the internationalelectricity association. The WCDMA standard was proposed by the Europeantelecommunication standardization association, that based on the existing GSMnetwork, fused the wide band CDMA technology plan which Japan proposed. Thesupporter mainly is Europe merchant and the Japanese company by the GSMsystem primarily. The CDMA2000 standard (TIA) proposed by the Americantelecommunication association, that was supported by American and the SouthKorean manufacturer and the operation business. The TD-SCDMA standardproposed by the Chinese telecommunication technical institute, that was developedmainly by the siemens and the Chinese big Tang group.In the 3G time, the mobile communication market pattern will be able tochange, it gave the operation business opportunity at the same time also thechallenge. Whether original motion operation business continue to be in the collarto run with the profession dominant position in the 3G time, Whether solid netoperation business who newly enter the mobile communication market to catch up,that needs the operation business to be able fully to understand thesecond-generation mobile communication and the third generation mobilecommunication's different spot, to compare with three big standards superiorityand the inferiority, to analyze the important attribute that affects its competitiveability, and to carriy on the correct appraisal to the network core competitive ability,thus they fully use own superiority to improves their core competitive ability.Through careful research and the analysis to the 3G standard, refering to manyexperts and scholar's viewpoints, we thought that the decision role factor that willplay to the operation business' future network core competitive ability is: standardstable, system and the network performance, equipment maturation, the roamability, the provision of service ability, the intellectual property rights aspect, theevolution ability and the international commercial situation.The paper starts from instructing the operation business to analyze andestimate the core competitive ability of their own network, and states at thefollowing several aspects:1. The concept of the cores competitive ability of the enterprises and thegeneral estimation method.The core competitive ability of enterprise refers to the main factorsinfluencing on the enterprise survival and the development, such as technologies,skills and management system. It includes both "software of an enterprise" and "hardware of an enterprise", maybe both "invisible" and unestimated". Acontinuously successful enterprise must have its own core ability. The abilities needdeveloping, training, consolidating as well as renewing. Not each kind ofcompetitive ability is important to different enterprise. To Toyota Company, theexperience and ability of socializing with brokers is far less important than those ofmaking the motor car engines. The core competitive ability of an enterpriseincludes the ability that can cause the entire enterprise to maintain the long-termstable competitive advantage;the ability that can make the enterprise obtain thestable excess profit.It is the basic work for an enterprise to make its core competitive abilitymodel and form its own estimation system. In order to estimate the corecompetitive ability of an enterprise in a proper way, we need to know the featuresof the core competitive ability of an enterprise;to analyze the main factorsforming the core competitive ability of an enterprise;to know the estimationprinciples to the core competitive ability, and the general estimation method aswell. All these states in the paper.2. Introducing the technical system and characteristics of the third generationmobile communication system in detailITU has stipulated five kind of lands wireless technologies in view of 3G, ofwhich WCDMA, cdma2000 and TD – SCDMA is three main technologies.In the three main technologies, WCDMA and cdma2000 use the frequencydivision duplex (FDD), needing frequency plan in pairs. WCDMA is the widebandCDMA technology, whose spread spectrum symbol speed rate is 3.84Mchip/s, thecarrier band width is 5MHz;but spread spectrum symbol speed rate of cdma2000 is1.2288Mchip/s, the carrier band width is 1.25MHz. Moreover, WCDMA BTSsynchronization is optional, but cdma2000 BTS synchronization is essential.Therefore cdma2000 also needs the global positioning system (GPS). These are thetwo main differences between WCDMA and the cdma2000.Except for these, WCDMA and cdma2000 have many same essentialtechnologies, for example power control, soft cut, spread spectrum code as well asthe diversity technology, which have little difference. TD -SCDMA uses the timedivision duplex tdd (TDD), TDMA/CDMA multi-access way. its spread spectrumcode speed rate is 1.28Mchip/s, the carrier band width is 1.6MHz, its BTS hassynchronization. Compared with the other two technologies , TD -SCDMA usessmart antenna, union examination, uplink synchronization and dynamic channelassignment, relay cut, so on. It has full use to frequency spectrums, suitable for theasymmetrical data service.3. Analyzing the main factors of the network core competitive ability of 3Goperation businessAnalyzing the main factors of the network core competitive ability of 3Goperation business including following eight aspects, the stability of standard, thesystem performance, the equipment maturation, the ability of roam, the ability ofproviding service, the ability of evolution, the international commercial situationand the intellectual property rights. And from these eight aspects, the paper analyzethe same and different features among WCDMA, cdma2000 and TD -SCDMA.4. The blur synthesis estimation model of the network core competitive abilityof 3G operation businessThis is the core of the paper. First it introduces the origin of the blur synthesisestimation model of the network core competitive ability of 3G operation business,basing on the estimation object, the estimation indication, the estimation process.Then it introduces the steps and methods of using the blur synthesis estimationmodel of the network core competitive ability of 3G operation business to solve theproblems. And make full explanation of using level analytic method to determineweight coefficient.Next, according to the development of the present 3G industry and theinternational commercial situation, we summarizes factors that influence operationbusiness network core competitive ability mainly including following eight aspects:Standard stable, the system and the network performance, the equipmentmaturation, the roam ability, the provision of service ability, the intellectualproperty rights, the evolution ability and the international commercial situation,and structure the 3G operation business core competitive ability molded map.Finally through an example analysis, we established some operationbusiness'network core competitive ability fuzzy synthesis appraisal model whochoose WCDMA to his standard in the present situation. And according to theexpert's evaluation sample data which we had obtained, and using MATLABsoftware, we obtained the conclusion which basically tallied with the practicalapplication situation.
