With the rapid development of economy and society,human resource management plays an increasingly important role in improving the competitiveness of enterprises,while performance appraisal is the foundation of human resource management.Filling out forms is usually the traditional method of performance appraisal,as well as email communication and other processes.The human resource management department will collect information and conduct statistical analysis.However,this mode is time-consuming and inefficient,and there is data errors in the manual statistics and analysis.In addition,some enterprises do not conform to the strategic development of enterprises in the design of assessment indicators.All these phenomena make the performance appraisal lose its meaning.The large amount of time cost and economic cost that has been invested by enterprise for performance appraisal does not improve the competitiveness of enterprises and the overall comprehensive level.Therefore,it is very important to develop a perfect performance appraisal system.This paper firstly combines various appraisal methods,such as KPI,balanced scorecard,360 degree appraisal and target management,to set up an appraisal system for an enterprise.Its assessment contents include the completion of work plan,employee ability assessment,employee ability training,future work plan and development direction,etc.Then this paper designs the unique evaluation indicators for competence assessment part,using the analytic hierarchy process to hierarchically evaluat indexes,and determine the weight distribution index via calculating eigenvector of judgment matrix for corresponding index,and then generate consistency check and revise.Next,develops a performance appraisal system based on B/S structure guided by the software engineering idea.The client of system uses JSP technology to write pages,and demonstrates the dynamic page by Java Script and JQuery framework.The interaction of client and server uses Ajax asynchronous communication technology.The server builds three-tier structure of view,control and model based on the Struts framework,while using java language to complete business,and relying on dependency injection and inversion of control technology of Spring framework to reduce the code coupling and increase the cohesion.The underlying data uses Hibernate technology to complete encapsulation and achieve access to the SQL Server 2008 database.This system consists of five functional modules,namely,information management,evaluation appraisal management,report management,assessment results management and system configuration.Report management uses the BIRT open source technology to develop report pages.Assessment results management uses K-Means clustering algorithm to analyze the overall working level of employees.Finally,the test environment is set up to test the system function and performance,so that the system can run normally under high strength load and achieve the desired effect of the enterprise.The performance appraisal system implemented in this paper is deployed and worked on the LAN of the enterprise,and the system error is not found after a period of trial operation.After being put into use online,it shows that this system is a good solution to the enterprises of unclearness of assessment content,the time-consuming problem,the results of the inaccurate appraisal analysis and the consumption in human resources and in finance.It is of great practical significance to make the examination content and process more fair and just,to call the enthusiasm of the staff and to improve the efficiency of the human resources management department.
