The article first expatiates on the concept, the characteristics and the coreworkflow of RUP (the Rational Unified Process), briefly introduces the concept andthe architecture of J2EE, and describes in detail, with UML (unified modelinglanguage), the taxation affairs registration online system and its result of analysis anddesign. Itdefines the exploitation platform of multi-level business application system based oncomponents with the characteristics of supporting heterogeneity,portability. J2EE,as the exploitation platform, has the characteristics of fine security, better quality ofre-use, strong expansibility and easy maintenance, so it adapts well to the construct ofthe electronic government affairs.As the overriding sector of the revenue management, taxation affairs registrationis an important system, with which the taxpayers affirm the pay duty. It has the closerelation with the industry and commerce administration, the duty paymentmanagement of imports and exports at the Customs and the management of bankaccount opening. According to the analysis and design of the taxation affairsregistration online system, this article fulfilled the advanced software engineeringmethodology of the software engineering science, namely the RUP (the RationalUnified Process) and UML (unified modeling language);studied and experienced theadvantages of J2EE system;established an electronic taxation affairs departmentfacing the taxpayers. Eventually, a convenient access was provided for the taxpayersto apply, to change or to cancel the taxation affairs registration and to inquire theregistration information. In addition, an effective platform was afforded for thetaxation affairs departments to heighten the registration efficiency, to roundly pursuethe electronic government affairs, to realize the resources sharing.
