Management Information System For Overseas Chinese Affairs: Analysis, Design And Implementation

Managing information for overseas Chinese affairs is high on the genda of the Chinese government. And developing management information system for overseas Chinese affair is of great importance to the Chinese government in the following respects:facilitate the management of daily affairs concerning overseas Chinese; survey and research imported funds, technology and human resources from oversea Chinese; ecourage the introduction of funds, techonology and human resources from overseas Chinese; cooperate with the departments concerned in protecting legal rights of the overseas Chinese; improve the efficiency of managing enterprises funded by overseas Chinese; serve the needs of the enterprises funded by overseas Chinese; render assistance in solving business disagreements among overseas Chinese, etc.In the present thesis the author analyses the practical needs for management of overseas affairs at the Office of Overseas Chinese Affair, NingXia Hui Autonomous Region, and designs the management information system accordingly. Standard RUP is used for the development of this software, standard UML to describe the process of software development and J2EE and Struts as the technical platform. With this software, information of the overseas Chinese can be managed with high efficiency, namely, the information concerning the overseas Chinese himself, his family, his relatives in and outside China, the information about investment and donations by overseas Chinese, as well as the information on the management of business with overseas Chinese staff.Management information system is a simple system of managing personal information. It mangages all personal information on overseas Chinese, including Chinese citizens who have legally resided abroad for a long period and foreign citizens with Chinese relatives. It also manages some other information concerning these people, i.e., public donations, enterprises funded by overseas Chinese, Ocerseas CHines societies, etc. The system employs C/S model based on MVC and consists of 4 component parts, namely, personal management information, family management information, donation management information and system maintenance.With reference to the status quo of management information system in the other provinces of China, the thesis discusses in brief the problems to be solved in the course of software development, expounds the. framework of the system, describes in detail the needs for the software, its structure and illustrates the application of the system with the most typical examples. The system is currently in use at the Office of Overseas Chinese Affair, NingXia Hui Autonomous Region. And as it has received favorable feedback from the clients it has been introduced to the rest of the Region.
