Study On The Public Service Policy In Library

The public service policy of the library is a total direction guide to action of library services. But, in the field of present public service of library, no libraries or information organizations make a set of clearly, systematized public service policies for the user service, the service policies of most libraries are all replacing with the rules and regulations of the library. However, the rules and regulations of most libraries only borrow such contents as rule, reader's notice, open hour, etc. at present, have not involved the system of library service, has remained at elementary stage. So make one intact library public service policy of system is it instructs library services to have important realistic meanings to go.This text has described the public service policy of the library theoretically, combine the current situation that the service policy of domestic and international library is made, has explained the necessity of making public service policy of the library. Meanwhile, the article puts forward a series of views as to how to make the public service policy of the library on the basis of drawing lessons from domestic and international relevant achievements. According to research of the library circle now, one that is as to library public service policy theme this research still little, this should cause our attention.The focal point that this text describes, in two respects mainly, first, through making the investigation of the current situation to the public service policy of domestic and international libraries, analyses the importance of the public service policy of the library in library services, second, through making case analysis to some representative service policies , expound the fact how to make the systematic public service policy of library. For this reason, the full text is divided into five parts:The first section is summarizes library public service policy, including the meaning, the necessity of making it, the characteristics and the function of library public service policy.The second section analyzes and summarizes the current situation on making the public service policies of domestic and international library, based on online investigationof many libraries, arrangement of different materials. As a whole, the situation that make the public service policy of library in our country is still more backward, especially display the neglect such questions as user's right of privacy, intellectual property right, code of ethic of office-staffs job, etc. Compare with the current situation of the domestic and international library, put forward the present deficiencies existed while making the service policy of library of our country.The third section is analyzes the example of the library service policies. The author analyzes some typical library service policies such as IFLAAJNESCO Public Library Services: Guidelines for Development, IFLAAJNESCO School Library Guidelines, service policy Harnett county public library system, Torbay Library Policy /Strategy Documents, two reference guidelines and standards. Then analyses and explains the place that is worth drawing lessons from in their policy content.The fourth section provides some opinions on how to establish systemic public service policy in library. On the basis of analyzing and researching above, the author has proposed that making the public service policy of the library should follow systematic principle, objective principle, benefit principle, feasible principle and legal system principle. Proposes the main content that the public service policy of the library should include: service object, service item, and service items, serve the combination of the supervision and assessment and relevant laws and regulations of purpose.The fifth section points out some problems we should pay attention to and hopes for more consideration and recognition, including strengthening library legal development and accelerate developing library public service standardization.(11 diagrams, 1 table)...
