The communication revolution and science and technology development turn people's imagination of citizen into the video or even their own reflection. The citizen is connected to its image again. Media society opens another door to our cognition. The civil image provided by the former educational pattern, along with the reconstruction of citizen concept by the media communication, the new civil image emerges as the times require. For the medialized the media descriptions, we see various stories related to the morality, politics and laws, even the vivid civil image. Similar with the process of educational discipline, the medialized description of civil image will not be the accurate interpretation for the civil belief of citizen society, but it will certainly contain the whole appetency about the history, control and politics. It's clear that there are at least two ways for the generation of civil image: firstly, the purposive civil image related to the education; secondly, the narrative civil image related to the media. We combed through the origins of citizen concepts in the history of the world and China.We found out that the civil image shown in the different history carried conviction in interpreting the spirit of times. The positive efforts for the citizen education by the virtue cultivation were realized by the annotation of civil spirit in modern society. The superposition of civil spirit and people of times constructs the civil image. By the reproduction of media, the media image for the civil image brings along the reflection of rhetorical function of modern media. In a media-governed society, the construction of civil image by the media is shown in a unique way, while it tends to be more diversified under the development of modernity and science and technology. Finally, the civil image can be regarded as the medialized rhetorical expression.
