| Along with the continuous development of e-government, the performance evaluation will impel the local government to gradually establish new ideas of result-orientation,taking the customer as the master, responsible administration, putting people first,etc. This will promote the innovation of the decentralized administrative system, financial administrative system, and civil servant performance evaluation system; push the innovation of decision-making mechanisms, executive mechanisms,and supervision mechanisms of local government; increase the construction of performance budgeing mechanics and civic participation; and boost the innovation of the Administrative Efficiency Supervision System(AES) in e-government carry out getting, Processing and using Performance information.First, This paper analyses the characteristics of the ability of supervision in administration and necessary tendency of development of information, in combination with the development and effect resulted from the external administrative supervision information,proposing the core issue of the research. Then, a further illustration refers to the theoretical the data collection, mechanism of alarm in advance, searching analysis,assessment of efficiency and such a series of essential functions has been carried out.Meanwhile,aiming at the key issue of research, this paper has constructed a general model for its feasible performance in various surrounding, built up an assessment model of efficiency for gratifying the demand from the chief bureau, subsidiary bureau and business institution in different areas. It has designed a practical and systematic proposition of efficiency valuation, which can generate a useful impact on supervision.To the end, according to the results of the assessment and sample test to the subsidiary system of administrative efficiency supervision, it argues the main advantage and shortage of system objectively,relevant reform to the system and a brief future expectation as a consequence. |
