Using information technology to construct a high-effect,smoothly-run E-government,pushing ahead the modernization of management have already become the need and hypothesis of the development of a government.The work of administrative enforcement is now faced with the problem of how to go into the course of infomationization,to push ahead the innovation of E-government construction,in order to serve the people well.Using infomationization to drive the innovation of the work of administrative enforcement,using Internet as a method to construct digital,automatic,processing administrative enforcement case handling models in order to take the place the traditional manual case handling models.On-line handles a case the system,is a law enforcement bureau informationization construction important component,is realizes the case to accept,to put on record, the case to try,to settle a lawsuit and so on flows is a body's integrated management system.Therefore,take the computer information network system overall plan as the basis,take the E-government and the workflow theory as the foundation,take the sophistication,the reliability,the security,the usability as the goal,the union standard software engineering request,has developed on-line system,has filled the law enforcement bureau case service handle work completely.This thesis carefully investigates the E-government and workflow technology,and under this condition it applies thework flow technology to Internet case handling system,it uses government flow restoration theory,so it not only meets the need of workflow management,but also it can adapt the development trend of E-government construction.The achievements of this thesis are as follow:First,It introduces several models of the case handling of law enforcement,it also points out the shortcoming of law enforcement, addressing the need and realistic meaning of constructing law enforcement case handling system.And current knowledge foundation it introduces the related theory and technology knowledge of designing process in detail, such as E-government management,workflow technology and so forth.Second,Proposed structural model of online case handling system.It focuses on the model of workflow management,and analyses the feasibility of the combination of its application and online case handling system.With the combination of the related technology of electric government management,it applis the workflow technology to online case handling system,and brings about the designing model.Finally,It uses the tools of G-MAP to realize the need of the whole transaction,constructing online case handling system.There are five functional modules for the System,which has been a digital,automatic, processed mode of the administrative enforcement cases management work to take the place of traditional mode with hands,which has much limitation. And it shows the administrative enforcement case handling system in detail and analyses the effect of this system after its use.
