Since the news agency which was in charge of the national media had been revoken in February1952, the management of Chinese media went into the long period of the rule of an individual while all newspapers were nationalized and partisanship. This paper summarizes and makes the conclusion that the management of Chinese media undergose three historial stages, which includes law without rule of law, extremely rule of an individual, and from the rule of an individual to the rule of law.The paper is to analysis news management situation from media law and news occupational ethics perspective since P.R.C was established, especially in the years of"anti-rightist struggle", Great Leap Forward and"Cultural Revolution". From the early years of the new nation harmed freedom of the press, to harm newspaper moral character and journalists` occupational ethics in"anti-rightist struggle"; From empty boasting report challenged news authentic principle in Great Leap Forward , to newspaper governing, all these prove that the media under"the rule of an individual"not only contrary to news occupational ethics, but also violate the law.Through a series of elaborate, this paper concludes that: "the rule of an individual" is not conducive to expanding the people's right to know and media's supervision; the arbitrary of "the rule of an individual" will bungled coverage of major events, "the rule of an individual" also makes the managers retreat their lost. It proves that, "the rule of an individual" is not conducive to good governance.In addition, this paper analysis the news management situation from media law and news occupational ethics perspective to provide more enlightenment to the study of the rule of law for press in China. This is also one of the major innovation of this paper.
