With the sustained, rapid and sound development of the economy, China has been entering a transformation period. In consequence, emergencies occurred frequently in the past two years. Some experts have predicted that similar events would be increasing in number and enlarging in scale. In that case, our media should make efforts to study editorial ideas of the news of emergency events, report the facts accurately and grasp direction of public opinion correctly.March 14,2008, Tibet Lhasa, a large-scale riot occurred, and foreign media immediately offered a large number of relative coverage. However, the Western mainstream media violated the principles of authenticity and objectivity of news, giving an endless assortment of distorted reports on the 3·14 Tibet Riot. But the domestic mainstream media did not timely report the facts, quell rumors, retort the slander of western media, and lost the initiative in guiding public opinion, resulting in the damage to the national image.When another emergency event, the 7·5 Xinjiang Urumqi Riots occurred, the People's Daily which is the representative of the Chinese mainstream media, changed its report strategy, paid attention to the communication skills, adopted more appropriate and effective way to master the news media's right of speech, guided the international public opinion, and enhanced the communication effect. These changes had fixed the image of the country to some extent. In this international context, there will be a prominent practical significance to analyze the different news report strategies between Tibet 3·14 Riot and 7·5 Xinjiang Urumqi Riots.First, this thesis selects one of the representative news media of China-People's Daily's reports of Tibet 3·14 Riot and 7·5 Xinjiang Urumqi Riots as a case study, selecting the relevant reports in one month respectively from three aspects--the form of reports, news sources, and the content of reports--to make classified statistics and quantitative research and take an textual analysis based on the statistical result. The results demonstrate that there is a considerable change in report policy of People s Daily for emergency eventsThen this article focuses on the detailed analysis of this change which mainly embodies in the shift of human standard to facts standard, appropriateness oriented to timeliness oriented, print media thinking to multimedia thinking and single positive publicity to double-sided publicity.Finally, this article takes deep thought of the change of news report strategy in People's Daily which leads to the conclusion that our news media should uphold the principles of party spirit and spirit of affinity to the people. Therefore, the news media should proceed from our national interests, properly dispose of the interference of foreign media, and the reports should reflect the human concern as well. At the same time, the conflict phenomenon in emergencies report also should be confined to a measured and reasonable range. Especially the media should solve the conflicts between the facts and the terror "infection", between the public opinion and the news value, and between the negative effects and the national image.
