"2010-2020 Cadre Education Training Reform" mentioned that reform and innovation is an inexhaustible motive force for improving the quality of cadres education. The forms of education are increasingly diverse with the expansion of scale, constant optimization of architecture and update of conception of education. To cadres education, the model of instruction is also need to be reformed in order to satisfy the cadres learning needs. Cadres online learning has already begun to take shape since 2005. Through mining the data from Shanghai Cadres online learning platform of season 2009, we find cadres online learning exists the following contradictions:the learning style is single, the learning content is theoretical, the learning process is without clear direction and lack of learning interaction. This dissertation focuses on the design of a cadres education method which combines flexibility of online learning with interactivity of centralized learning effectively to resolve the above-mentioned contradictions.There are many DBR illustrative cases in foreign countries, and our country also has started to carry on some practice exploration. On the perspective of DBR, this dissertation solves the realistic problem with iterative analysis, design, development and implementation under the real situation, and gets the theoretical and practical results at last.This dissertation analyzes the current cadres education methods and their advantages and disadvantages. With the practice and reflection of Shanghai Cadres online learning platform, we put forward web-based thematic class which is an innovative idea for cadres education. On the basis of explaining the instructional design and implementation of web-based thematic class, the dissertation designs and develops its supporting system. Finally, two experiments are made to validate the effectiveness of the online thematic class, the feasibility of its supporting system and the practicality of implementation plans. According to the experimental results, this study will into new iteration.
