In the social development process, the government, as the most important information producers, users and publishers, monopolizes most information resources. How to use their information to monitor and guide public opinion is of great significance. At the present stage of social transition, intensified structural changes of various interests, various contradictions surface. As the economy develops, society progresses and different ideas and cultures clash, the independence, selectivity, pluralism and diversity of public opinion have become prominent, making it hard to reach a consensus of public opinion. Public opinion nowadays is such an important power that it cannot be ignored. How can government take an upper-hand and play an active and constructive role in guiding public opinion is an issue of concern. This article analyzes the factors that influence public opinion, the evaluation of government in guiding public opinion and the strategy for government to influence public opinions. This article examines these issues as follows.First of all, the article starts from the basic theory of government influencing public opinions. Based on the analysis of the impact of government guiding public opinions, it looks into the factors that affect government guiding public opinions, which lays a foundation for further study on the result of government guiding public opinions. Then, from the exchange of information theory and information exchange system elements, this articles analyzes the quality of government information service, government information communication channels, and the mass media environment, and their impact on government guiding public opinions.Secondly, based on the analysis of factors influencing government guiding public opinions, this article constructs a result evaluation index system for government guiding public opinions by Analytic Hierarchy Process (AHP). The system consists of three secondary indicators and ten third level indicators. Through questionnaire design and expert survey, it obtains a model of AHP. This model will facilitate the government, through the comprehensive evaluation and comparison, find the shortcomings of guiding public opinions and thus take timely measures to improve them.Finally, from the influencing weights of each indicator, this article analyzes the impact of various indicators in guiding public opinions. Furthermore, this article compares the quality of government information service, government information communication channels, and the mass media environment and explores their roles in government guiding public opinions. This article sums up with a set of measures that the government can take in guiding public opinions, hoping it will give some constructive advice for our government today.
