Research On Public Opinion Secondary Guide System Based On The Publicity Of Government Information

Enter 21century,under the situation of government information disclosure,diver sification of information source and well-developed information technology,public opinion guidance work has faced many challenges. Avoid mistakes Maximally,ans wer public voice timely, remedy guidance error courageously,which reflected the g oal of social harmony and one of the direction of the responsibility and sunshine government should strive for. Because of the close relationship between public opi nion and social politics, economy, culture development, in the process of public o pinion guide, government still holds the core position. In order to actively respon d to the public opinion guide frequent mistakes situation, government needs to rat ional use the information public conditions, perfect the overall work of public opi nion guidance. Based on the theory of government information disclosure and gui dance mistake, facing changes in environment and premise of governmental infor mation disclosure, this paper discussed the relationship between governmental infor mation disclosure and public opinion guidance,attempted to study remedying public opinion guide from the view of information management, communication research, and constructed the second guide system. This paper mainly studied the second guide system of government public opinion guidance in three sections:First of all, it studied related concepts and main features, the basic connotation and meaning of government information disclosure and government public opinion guidance. It discussed the definition of public opinion and public opinion guidance structure and the importance of second guide after guidance mistake, then summarized basic concepts of the public opinion, public opinion guidance and second guidance, discussed the relationship of the disclosure of government information and the government public opinion guidance.Secondly, it defined the principle of government public opinion second guide system construction; from the angle of the different stages of second guidance, the public opinion guidance system security and public opinion information resource configuration, it analyzes how to manage information in secondary guide. On this basis, it constructed public opinion secondary guide model based on the publicity of government information, as well as government public opinion guide mistakes answering procedure, government public opinion guide execution procedure, government public opinion guide secondary guidance assessment procedure,and the government public opinion second guidance feedback procedure, Which combined the government information publicity and public opinion guidance mistakes remedy in order to improve the whole system of government public opinion guidance.Finally, through the analysis of WengAn incident, it researched the impact of government information disclosure on public opinion guidance, analyzes the reason of guidance mistake,then proposed the suggestion of adhering to the principle of government public opinion secondary guidance based on government information disclosure.
