Maritime search and rescue work is an important link of the security chain at sea. With the development of computer information technology, Maritime Search and Rescue Decision Support System plays an important part in maritime salvage task, people now pay more attention to the research that relate to this system. For the current, most national maritime search and rescue decision support system lack the ability of meteorological information processing and intelligence reasoning, the purpose of this paper is to assist commander to formulate rescue plan for quickly approaching distressed vessel. This study comprehensively use the technology of electronic chart, meteorological information processing and visualization, expert knowledge base and intelligence reasoning and so on, research and develop a kind of maritime rescue decision support basic platform.To sum up, the main contents are as follows:1. Architecture design of the maritime rescue decision support basic platformBased on user needs analysis, design the system architecture for maritime rescue decision support basic platform, use the use case driven method of rational unified process to analyze the hierarchical structure and function of the system, formulate the use case diagram, class diagram and sequence diagram that system development required.2. Meteorological data modeling and feature visualizationThis study has researched the technology of mass meteorological data analysis and loading. According to the characteristics of meteorological information, this study designs symbol and display model for all kinds of meteorological information elements, include weathercock, wave direction and tide, achieves these models through dynamic link library technology to keep the models independent and reusable. Propose a kind of algorithm that fills isotimic line area in electronic chart, to distinguish all kinds of isotimic line from the object symbol in electronic chart like isobath and river, to improve the definition and recognition in electronic chart.3. Achieve intelligence reasoning of the maritime rescue decision supportOn the basis of maritime rescue expert knowledge base, rapid approaching ship route design of the distressed vessel and the ship route risk assessment algorithm that in consideration of meteorological information, this thesis achieves a kind of intelligence reasoning mechanism that combines forward reasoning, substitution rule and calling external algorithm into an organic unity. Thus, this basic platform has the function of distressed vessel rescue plan reasoning and generation, and many other rescue decision support functions.
