The frequent maritime accidents have,directly and indirectly,caused enormous economic losses,human casualty,environmental problems and et cetera.As the maritime situations are considered complicated and varied varying,how to enhance the effectiveness and efficiency of operation using search and rescue systems in question has come into focus of the researches at the present time.The maritime accidents cannot be reproduced easily in the reality.Although by drilling a certain amount of rescue maneuvers can certainly improve the effectiveness and efficiency of command and coordination for the rescue operations,it will be expensive in time and financial costs.The computer application of maritime simulation has been therefore widely utilized by a variety of search and rescue system all over the world.Voice is one of the most convenient means for communication.This paper has applied some principles of phonetics to the rescue simulation systems and has focused on the improvement of the verisimilitude of the system,which will theoretically guarantee the betimes and accuracy of the entire solution.Based on the statistics produced,collected,processed by the research and rescue simulation system,this paper has focused on the phonetics of the system,which mainly comprise issues,e.g.the bottleneck of the problems during the voice transmission,voice synthesis and voice recognition.This paper will cover the topics and concrete themes as follows:1 There are several issues during the process of voice transmission,such as noises,packer loss,flapping and intermittent,which can result in the comfortlessness of the accepters in auditory.The paper has chosen UDP as the protocol and adopted windows socket to solve the complications.2 The diversity of human languages has also caused a few problems for the voice synthesis.The solution provided by this paper is to combine the neural network model with the current voice synthesis technologies,so as to boost the previous models.3 The powerful MS Agent has provided a new solution with the intelligence of human-computer interactive interface,especially for the communication between human beings and computers.MS Agent is able to accomplish the tasks of voice recognition.We can through MS Agent increase the accuracy of voice recognition.At last,the paper has,by exploiting these said technologies and Agent systems, implemented the maritime search and rescue systems to achieve the goals stated above.
