With the development of international maritime industry, wide use of modern science and technology, growing improvement of ship construction and maritime equipment and the reliability of communication science, navigation safety is fully ensured. However, as the navigation safety is influenced by natural conditions, traffic conditions, the eligibility of seafarers and shipping management level, and many other factors, in addition to the ship conditions, ship in accident (or sea accident) is still difficult to avoid. The main tasks of IMO and national departments in charge of safety at sea are to improve ship and the crew escaping capabilities, to carry out search and rescue timely and effectively and to avoid or reduce the loss of life and property.Decision-making is one of ideological activities, which widely used in the fields of the social, scientific, military, and many others. At information age, using Decision Support System (DSS) in search and rescue at sea is of practical application value and significance. Therefore, this paper designs and researches SAR DSS.The functions of this system as follows :(1) Selection and optimizing of search and rescue force; (2) Support search and rscuing procedure on the sea and the related rule of law; (3) Contingency plans for search and rescue at sea; (4)SAR cases database; (5) Evaluation of the search and rescue.This paper expatiates SAR status inland and overseas, the theory of Decision Support System and action of SAR, completes selection and optimizing of search and rescue force under the application of analytic hierarchy process. On the base of the above-mentioned, this paper introduces the design of the whole system and all modules, embeds CLIPS into Object Oriented programming language VC++6.0 and realize the design of SAR DSS.
