With rapid development of logistics industry, the logistics system from third-party logistics (3PL) to fourth-party logistics (4PL) model transition software technology so as to set higher requirement. To build 4PL management information systems need for system-level components of the software reuse, to use of other logistics information system. Therefore, the question of how these heterogeneous systems and interactive, and this interactive automation, can shorten the development cycle and reduce the development costs of purpose, has become the logistics system development problems to be solved.This paper researches on key technical issues of building 4PL management system. Through research enterprise information and the development of software technology development and analyze using SOA(Service-Oriented Architecture)to build 4PL management system, it brings forward an overall SOA design of 4PL management system. Adopt Web Service technology to packaging heterogeneous system, in order to solve the problem of reuse the heterogeneous systems and interaction between them. It designs and implements some logistics business of Web Service, a proprietary Web Service registration and the Web Service operation modules including submission, automatic access, dynamic analysis and automatic call. It basically resolves the problems of automatically calling of the business services and information services.In sum, the research results and related software realization achieve a platform of 4PL management system architecture and key technologies. It does make sense to implement the service-oriented architecture and to build 4PL management system.
