With the applications of computer enhanced more widely and extensively, building the system for scientific and technological information and source is becoming the flag and foundation associated with improving the creation abilities of one country. Through analyzing the current situation of science and technology managements actualized in some provinces and colleges of our country, we gave a brief detail of the problems faced in the aspects of science and technology managements, further more, we have argued the importance and meanings of the science and technology management system (STMS) researches. Some relational studies indicated that the systems used in lots of departments seldom could make the implementations of science and technology managements normalized, programmed and standardized. Thus, developing an efficient and novel science and technology management system (STMS) is badly needed.The purpose of this paper is to develop a Web based science and technology management system (STMS), a mount of researches were done on the relational aspects of the anticipated system, such as development background and aims, function design, system architecture, key techniques, strategies of network security and so on. J2EE was employed to design and develop a B/S based science and technology management system (STMS), which can provide the operations of dynamic distributions, real-time updates, quick inquirer, complete share and thus could achieve the efficient, modern and standardized managements of science and technology.The major analysis of this paper focused on the problems exposed in the processes of constructing science and technology management system (STMS). We have carried out a solution to solve the problems mentioned above based on analyzing and summarizing the present status of science and technology management system studied in inland and outland. SSH architecture was used in constructing the science and technology management system based on J2EE techniques, an original model was developed and the concrete methods of implementing each layer of the system were given.
