By utilizing the agile beam-positioning capability, multi-function phased array radar (MFPAR) systems can perform many functions such as search, tracking, and weapon control. However, all the functions which are previously performed by individual and dedicated radars have to occupy amount of time, energy, and computation resource, or even waste. This conflict requires an effective radar resource management to adaptively adjust the working mode and parameters so as to make full use of the limited radar resource, and hence avoid unnecessary waste. This paper focuses on tracking resource management and scheduling management of MFPAR. In tracking resource management, the adaptive update rate algorithms are presented and compared after introducing the dynamics model of targets and filtering model of radar. The algorithms are simulated and their performance is carefully analyzed. In scheduling management, the four scheduling mechanisms and design principles of scheduling mechanism are discussed in detail. Then two scheduling algorithms which are without time window adaptive scheduling algorithm and with time window adaptive scheduling algorithm are presented. The performance of the two algorithms and the advantage of the time window are proved by the results of simulation.
