As an important combat environment sensing equipment, passive radar has the advantages of working quietly, greatly changing the traditional active radar attack and defense combat mode, and has been widely used. With the increase of the demand for detection tasks and the improvement of the detection capability, the demand of radar resources management technology for passive phased array is more prominent. The resources management technology can analyze, optimize, use and evaluate radar resources such as time, beam and computer, which is of great significance for the best detection capability of radar.In this paper, first, the concept and research content of passive phased array radar resource management technology is clarified, and some problems, such as task scheduling strategy, airspace partitioning and wave biting are also analyzed and discussed. Second, the probability of intercept(POI) is simulated and discussed. Then,an adaptive scheduling zalgorithm of passive radar based on integrated priority is proposed. Next, a resource scheduling method based on queuing service is presented.Finally, the effective evaluation of scheduling efficiency is realized with using BP(Back Propagation) artificial neural network. Each part focuses on the resource management and evaluation technology and formation of an organic unity,supporting the full structure. The main research content and innovation of this paper are as follows:(1) The window probability model is used to study the POI of passive radar and the influence factors. The influence of the window parameters on the intercept probability and the partitioning strategy are studied by simulation. The method of raising the POI is proposed. This part can provide the theoretical basis for the resource scheduling and task parameter setting of passive radar(2) A comprehensive priority algorithm based on threat degree,working mode priority and task deadline is proposed. The evaluation method of the target threat degree of radiation target is given and task adaptive scheduling is carried out. This part provides a technical method for the passive phased array radar resource management in the priority and adaptive scheduling.(3) A dynamic resource scheduling method for passive phased array radar resources is proposed based on queuing service model. With building the service system model, dynamically matching the radar system resources, we finally realized the dynamic balance of the task and the resource. It provides an effective technical way for passive phased array radar resource management.(4) A method for evaluating the effectiveness of resource scheduling for passive radar based on BP neural network is presented. We established the index system of scheduling efficiency evaluation, constructed BP neural network model, and effectively evaluate the scheduling efficiency. This part can provide feedback control for checking and measuring the scheduling performance, and can provide reference for the improvement of dispatching technology, realizing the closed loop of full research.With the radar resources and radar functions continue to increase, radar resource management technology is more and more important to enhance the radar capability,which has broad prospects for development.
