In recent years, the construction of e-government in China has made great progress, government units have become increasingly demanding in data and system security, developing e-government systems according to their own conditions. But these systems are developed due to lack of unified planning, development platform used to develop technologies and have different background database, the systems are relatively independent, which makes the sharing of data between functions relatively poor, these information systems can be compared to the "information islands", which is the construction of e-government system is somewhat contrary to general principles. E-government system should be the platform government use information technology services to the community, should be a platform for the whole concept, but for various reasons it is difficult to unified management of these data can not effectively enhance the government information resources and other public information resources sharing and enhance coordination office platform for e-government applications, to enhance the breadth and depth of the people act. The situation of one local government is similar with the situation described above. How to design a system, without changing the original premise of the system to achieve security of heterogeneous data sharing is the problem of the government. Therefore, this paper presents the management system of data center based on metadata to archive the data integration and sharing according to the situation and needs of the government.Metadata is commonly defined as "data about data", in order to effectively describe the data set, the concept of metadata was proposed originated in computer science at early sixties of the twentieth century. It features a lot of information resources such as the contents of objects, properties, and describe the capacity to support the ability of users to find resources to support the users do not have to browse information resources in the case of the object itself, the object of information resources can have a basic understanding and understanding of the function, save the file processing object information resources, structure, management, use of the function of the relevant information, save resources and be evaluated by using the function of information, information resources, the location of the object itself of information functions, and information resources and other interactive features.We first introduced the concept and the usage of metadata and ETL In this paper, and then the background and needs of the system are briefly described, and proposed the public data center data management system use of Java EE technologies and ETL tools, based on metadata, which ETL tools with embedded heterogeneous data extraction to a central database system and its structure in accordance with the logic of subject-oriented classification, after extraction with metadata descriptions data structure, location and other information, to control the release of data, including data access security level is, its size can be accurate to the data column for each table, provide the control on data query and download applications. This paper presents and analyzes a variety of different types of metadata and their applications, combined with the system proposed for its metadata model, and then design the whole system, including system architecture, metadata database and the various functional modules, and the realization of each module in the system, and the functional and performance test of the system finally.This paper attempts to use the combination of metadata, ETL and Java EE to build an e-government system, innovation is the use of metadata, ETL, and Java EE technology, without changing the structure of the various departments under the premise of the original system to achieve the various systems of heterogeneous secure sharing of data access between the original system to eliminate the "information island" problem, an increase of coordination among various departments, which greatly improves the efficiency of government departments.
