With the development of information and separation between the production department and the application department, the data sharing has been one of the important purposes of the construction of information fundamental facilities .Among that, metadata management is the key to facilitate the sharing. Geo-spatial data is massive and complicated. It is a kind of effective and feasible method to set up the Geo-spatial metadata to manage and share them. With metadata, which is meaningful and easy-managed and interchanged, it can meet the data producer's demands of searching what he wanted quickly and the desire to manage and maintain the data.XML stands for "Extensible Markup Language". It's a metalanguage, which can describe other languages. This paper outlines the key techniques of XML 1.0, XML Schema, XSLT, XQuery, which are related to the realization of the metadata management system. Then deeply study the expression of metadata based on XML and the technology of transformation and search.This paper introduces the concept, role and meaning, and standard of metadata firstly. On the basis of the Content Standard of Metadata for Federal Geographical Data Committee and combined with the technology XML, this paper designs a Geo-spatial metadata management system. This system implements mainly five functions: the register, the browser, the input, the management of metadata and the application instance of metadata. This system provides the academic bases and technical prototype for constructing the National Spatial Information Infrastructure. At the same time, it will promote actively the sharing and network issue of geo-spatial information. It also has far-reaching social meaning.At last, we apply the register of the system designed by us to FGDC. Then we make this node open to the Internet users in order to let any unit and individual can access our metadata through WWW explorer. The success of this pilot system profits that the research and implementation introduced in this paper provides a feasible way for the data producer to manage and maintain data effectively, for the end user to find and access the data timely.
