Construction now has become an important guiding industry in our national economy, and the healthy development of the construction is an important factor to protect the development of national economy. But now the number of construction enterprises irrational. Various types of registration officers are distributed unevenly. The construction market supervision system and the market clear mechanism is not perfect. These problems disordered the construction market order and affected the construction healthy development seriously, as well as no harmful to establish the credit system of construction market. Because of the time and space is separated, the applications hard to be examined and approved in time. This traditional model not only makes work efficiency inefficient, but also makes the government's management to construction enterprises lacks of systematic and normative.In order to strengthen the supervision and approval to constrction, make the management to construction more standardization and scientization, the government urgently needs to change the traditional approval model of paper-based and build more popular, more rigorous supervision system based on Internet. Construction enterprises and personnel management system for Jilin Province is built for this purpose.The system is developed by using JSP, JavaBean, Servlet and Hibernate based on J2EE. J2EE can separate the application logic into several layers according to different functions by provided a multi-tiered distributed application model, one layer is changed without affect other layers, so this can achieve a low coupling between layers. JSP is used for the front display and accept user's input parameters and pass them. JavaBean is mainly used to encapsulate business logic. Servlet accepts the parameters which are passed from the JSP, and then judge them right or wrong, it is the center controller. Hibernate encapsulate the JDBC for a lightweight, and make the operation to table of the database replaced by to object, this can improve the efficiency of system development largely. The thesis analysis the business and functional requirements of the system, and determine the function of the system should have. The basis for the system design and development is system architecture, so how to choose system architecture is most important. We compared two popular framework and choose the B/S 3-tier architecture finally. In this architecture, the browser works as the user's interface to interact with the system, but only a little of business work need the browser to deal with, most of the business logic is implemented by the server. According to the actual function requirements, the whole system is divided into three functional modules, the detailed description of each module are as follows:(1) Enterprise user module. This module includes four functions, they are input or modify enterprise's information for apply qualification, look the enterprise's exist information, apply for qualification and upload enterprise's monthly report.(2) Approving personnel module. This module includes for functions, they are approval the exist applications to apply qualifications, look the list of enterprises which have been approved, look the history of approvalings and query enterprise's information.(3) Manager module. This module's main functions include accounts management, roles management, users management, users initialization and application menus maintain.The purpose to develop and use this system is to change the way of traditional construction apply and Department of Construction approval, it allows users to apply the traditional paper-based materials and documents electronically, and make the applications and approvals process without delay. This greatly improve the efficiency of construction enterprises apply and Department of Construction approval, and also strengthen the Real-time monitoring to construction enterprises, and achieve the purpose that governments monitor enterprises at a high degree.
