Mobile communication network technology is growing on quickly in China. Now 2 generation network can not satisfy the users. As the mobile communications network technology has developed rapidly, 3G Communications entered the commercial stage. The third generation systems are designed for multimedia communication with them person to person communication can be enhanced with high quality images and video, and access to information and services on public and private networks will be enhanced by the higher data rates and new flexible communication capabilities of third generation systems. From now on, we find that the 3red generation network can satisfy the clients. In China there are there standards recently : WCDMA,CDMA2000,TD-SCDMA .China Unicom used the introduction of more mature European standard WCDMA.In the market, nowdays who can have more users ,who have everything. All people want achieve more users.How was the development of 3G client network quality is the most important, without good support network quality to do no matter how good service can not achieve. Network planning largely determine the structure of the network and the structure of network play an important role in the quality of network.The author has many years for network optimizing, planning and constructing experience. During the network WCDMA planning ,the author has researched Shenyang Unicom WCDMA radio network dynamic planning and how to optimization.The article describes the WCDMA radio network planning of the research background,technical status and the planning content. In the paper gives the key technology and the structure of network . The author researches capacity and dynamic planning which impact the network quality. The article is given how to design uplink and downlink capacity in Shenyang Unicom, and presentation all kinds system parameters design, at last giving the system simulations .It is important that confirming the dynamic areas of the clients in network planning. The radio environment is complexity ,so the paper consider how the environment in Shenyang giving an pilot power arithmetic .At last basis the arithmetic make a simulation in the real network condition .From the simulation we can see it has better performance .At last we give the suggest how to optimization the network. From this article, the network planning engineers can get a lot experiences. The subject has an positive meaning in today's communications, and the construction of WCDMA network has practical significance. With the developing of WCDMA network, dynamic network planning is a long-term problem.
