As one standard of the 3rd generation mobile communication, WCDMA is the evolution of the current GSM network. And it is widely accepted by operators due to its excellent compatibility and scalability. WCDMA system can support variable data rate and multi-type services, which not only provide operators stable technique platform and wide market share, but also bring big challenge in network planning and optimization. Due to the scarcity of radio resource and huge costs of network deployment, reasonable and accurate network planning becomes more and more important.Generally, WCDMA network planning consists of three steps, initial cell planning, detail network simulation and network optimization during operation. Cell planning is the initial and primary work of network planning. According to coverage, capacity and service quality requirements in planning scenario, using models of radio propagation, traffic distribution and user characteristics, cell planning apply automatic cell planning algorithms to plan coverage, capacity and analyze interference. Then select network configuration from base station location, antenna and power configuration, and finally compute the network service statistics and deployment cost.
