Along with emergence of the third generation mobile communication technology, WCDMA has attracted user communities' attention by itsadvanced technical characteristics and various service types. The new demand is germinating with the fermentation. The Daqing area has developed economy, large population high popularity of mobile subscribers , heavy traffic volume, huge growth potential and so on. The 3G service will be first developed in such area. and its network construction should become the focus in that of the Heilongjiang Province.There are two primary reasons for Daqing to introduce the third generation mobile communication system. At first, it is necessary for the mobile carriers to provide the related high speed data services in order to satisfiy the need of service development. Secondly, to satisfiy the high traffic demand of the city. Since the frequency resources of the second-generation system is insufficient to the capacity demand, the third generation system is required to carry some services.The planning process of WCDMA radio network is different from that of GSM network due to the introduction of various bit rate services in WCDMA system and the characteristics of the WCDMA technique. Special attention has to be paid to the mutual influence of coverage and capacity, So in the WCDMA the planning on coverage and capacity have to be made together. While the coverage is limited by the uplink because of the restricted maximum available transmitting power of the mobile, the downlink restricts the capacity due to the increasing interference. The impact of the following WCDMA features, such as the fast transmit power control (TPC), the soft and softer handover (SHO) gain and the increase of average power, should also be taken into account.This paper has made a detailed discussion on the planning characteristics of a WCDMA system wireless network, and elaborated the planning static simulation principle and the realization flow of a WCDMA system wireless network. Based on the practical demand of network capacity and coverage in Daqing area, the paper has planned a WCDMA wireless network which can provide various services by use of a existing wireless network planning software, and analyze the network performance by simulation. It has been confirmed that the planned WCDMA wireless network is able to satisfy the user's demand.
