Program of Chinese TV has already experienced 50 years of growth and development since 1958 . As of 2010, a total of more than 2,100 television stations, TV coverage has reached 97%. TV channels and TV programs into the era of fierce competition. The same sources of news material, similar to the situation the news content, the television news program scheduling technology is particularly important because the technical and artistic presentation to the television news programs directly affect the overall image, thereby affecting the dissemination of results.This paper analyzes the morning television news programs in China organized principles, brief morning TV news programming in Chinese development process, summarizes the development process in the experience of China after decades of morning television news programs from the traditional scheduling pattern. On this basis, the traditional mode of existence of many problems, this paper analyzed a large number of examples, and ultimately put forward Chinese morning TV news program on the presentation of innovative forms.In this paper, based on existing research results, learn theories of communication, audience psychology, analyzes how Chinese morning television news program innovations form of expression, and how to use layout and packaging to achieve the effect of morning television news programs. In addition to the choice of news categories and sorting in the morning TV news programming in the use of rational use of needed skills to make appropriate arrangements to better understand the audience to accept and judge information in order to achieve the active sections, deepen coverage, and strengthen the effect of communication.
