At present, the reform and development of our commonweal publishing houses are still in the infancy, correlative commonweal publishing theoretical research is still not full-scale and deep enough, the suitable managing model and future development trends still need to be analyzed and solved. To construct a set of social performance evaluation index systems for our social commonweal publishing houses, which not only can help to improve and further develop the relevant performance management theories of our commonweal publishing houses, and to provide certain evaluation standards for their public culture services performance and maximize the expression of the social benefit, but also can lead to better monitoring and controlling the commonweal publishing houses by both country and society, as well as instructing the adjustment of their future development and management mode in order to improve the capacity of their public culture services.The research on the social performance evaluation systems of our commonweal publishing houses in this thesis, is focusing on comprehensively evaluating the social commonweal publishing houses from the external mechanism angle and the realization degree of the social benefits, rather than the internal performance evaluation of the commonweal publishing houses, such as the internal management, human resource management and so on. In the research, this thesis adopts the methods of observation, literature analysis, systematic analysis, qualitative analysis and comparative study, etc. Through analyzing our relevant policies and literature from domestic and abroad, the commonweal publishing houses are respectively compared with the business publishing houses, non-profit organizations and public cultural service organizations, and the essence of which is absorbed; by dint of the theory of the public management, non-profit organizations'performance management, etc., and intensive study of the theories and methods of relevant performance evaluation, this thesis systematically analyzed the emphasis of their social performance evaluation by the characteristics of the commonweal publishing houses; afterwards, constructs the suitable models of social performance evaluation index systems for our commonweal publishing houses by taking it as a whole. The thesis consists of six parts:The first part introduces the purpose and significance of the research, the present conditions of domestic and international researches, together with the research methods and main way of thinking; the second part introduces the basic concepts of the social commonweal publishing houses and their characteristics, and defines their connotation, property and functions; the third part presents the basic content of the social performance evaluation of the commonweal publishing houses, as well as the evaluation functions and meanings, based on their specificity; the fourth part confirms the social performance evaluation indicators and modes of the commonweal publishing houses, according to the relevant theories of performance evaluation, and constructs a general model of social performance evaluation index systems for our social commonweal publishing houses, together with the introductions of this theoretical model's application; the fifth part analyzes the characteristics of different types of social commonweal publishing houses, and provides different social performance evaluation index system models for each type of social commonweal publishing houses with some suggestions for reference on the weight of every index, as well as gives some explanations on how to use them; the sixth part is the summarized chapter, the improvements need to be finished are analyzed, and the direction of further research is also pointed out for reference.
