After that the state council has anounnanced the document "some suggestion about deepen the cultural system reformation" at the end of 2005, we have begun the huge reformation in the cultural system of our country. To the publication group, People's publication, Braille publication, minority languages publication change to public service publication of the cultural undertaking according to the policy. The Public service publication should be how to work? Is it necessary to engage in business activity? Are there any development ways? All these problems depend on the new ideas, new methods and the new creation in the original basis. The keys on the reformation of the Public service publication firstly are sticking on the direction of something to do and something not to do, optimizing the publishing layout; then rationalizing the organization structure and establishing a modern enterprise juridical person management structure; lastly separating the institutions and enterprise to reduce administrative intervention.For the internal administration structure of the Commonweal Publishing Units, there are some problems, such as the promoter and the unit trust managers-the problem of agency, the lack of accountability system, the increases of social costs, the difficulties for choosing a project, and the inefficient and lack of motivation mechanism which directly restrict the reform and development ways of the Commonweal Publishing Units. To know the facts of the problems and solve the existing difficulties, we need clarification on the theory, more then large the pilot projects and attempts to reform in practice.The articles draw on the non-profit organization theory and some patterns of internal administration of the company administration theory and to explore if these patterns are feasible in the real society for the reform of the Commonweal Publishing Units.Non-profit organizations and Commonweal Publishing are for the public services in facts; both of them have the problem of agency. Non-profit organization theory can provide some thoughts and inspiration for it. The use of nonprofit organizations theory to design the internal administration structure of the Commonweal Publishing Units has great significance.The article has further borrowed the theories of some of the Company administration in the mature way to make up the deficiencies in the circumstances of the non-profit organization, to overcome the drawbacks of public service publication, to implement the division of powers " effectively and to make it work well in the decision-making, implementation and supervision. For example, the large and medium-sized public service publication can introduce a general meeting, board, and the executive director and oversight committee, and other forms of a legal person internal administration structure to establish the effective incentive system and supervision system for exploring the healthy and effective development ways.We should explore the internal administration structure and build up a characteristic mechanism in accordance with Chinese characteristics public service publication, if we want to get the important breakthrough in the reform. On the other hand, the government should actively promote the system innovation and reform, and create a favorable legal environment on the policies, laws and regulations to make sure its development. The article has explored the problem about how to build the environment in policy and laws for the reform of public service publication and then presented some corresponding suggestions.
