They are the important global front scientific problems including studying the meteorological element, analyzing and recognizing the feature of the climate change and ensuring the meteorological forecast extent. The premise and foundation of the research is to set up the basic meteorological database. It is mainly about the design and development based on the basic meteorological element information research and management in the northeast China of Geographic Information System and the prophase data processing. The system mainly deals with the original data, such as temperature and the precipitation, the fruit data and the project data, which are observed through over 100 observatories attached to the three provinces in the northeast of China. 1. Research and development tools We use EXCEL to save the original data and the fruit data due to the different formats of the original data applied by the observatories. There are three types of the further development in GIS, they are individual development, simplified further development and integrated further development. The further development, which is small, cheap and easily developed, based on the component can use the functions of the GIS tools and the advantages of the visual development tools. The further development is the mainstream of GIS. We develop the system by adopting the software of Visual Basic 6.0 and MapObjects. 2. Data processing and preparation We use VBA Macro in EXECL to deal with the problems of the conversion of all kinds of data and the insertion of the missing data. We switch the converted and missed data to DBASE table, use ArcView to create the layer according to the year, month, season to draw the curve and create the final project map composed by many layers after adding the longitude and latitude, topic words, converting the line types. This is main part of information needed to be managed in the developing system. We can't open the project files created by ArcView in the system, we can save them into the types to the image files. We can use MapObjects to open the image files, to open every layer file. We can watch the artificial operating content through these image files and we also can get other information through the layer files supported by data files, but we need convert these image files. 3. The whole system design According to the analysis of demand, the system is mainly divided into five modules: Users management module, data maintenance module, information inquiry module, fruit demonstration module and system help module. There are original data, fruit data, project information data and the information data and user's information attached to the project information data and the layers in this system. The original data refers to the basic materials and the device observation meteorological data collected in the beginning of the project including the precipitation and the related meteorological data in fifty years about over one hundredobservatories.The fruit data refers to the data by collecting, converting, adding, calculating and processing. The original data and the fruit data are saved by the types of EXCEL, while the database attached to the layers is saved by the type of DBASE. According to the demand analysis, the data files and table files need be saved separately, the database is saved by the type of ACCESS, considering the safety and its usage and the convenience of the installation. The system is according to the design principle of the graphical user's interface, the interface is ocular, is transparent to users, what has been it uses to be standard Windows interface, it is the friendly, the elegant in appearance, simple and apt in interface with, level the clear, rationally distributed, interface coordinate, unified, the amount of information of each interface minimizes the principle, and there is corresponding help and brief on. 4. The detailed design Users are divided into administrators and ordinary users, the administrators can use and include all functions that the data safeguard, can also use the functions of management of the authority to change user's authority. And ordinary users can only use and inquire about and demonstrate the function. The data are maintained to increase, revise, delete, type etc. and maintain the work to the data information of this system management. Including the project, map and pursuing the maintenance of one layer of data, the achievement data producing initial data and changing, inserting value, after putting in order, classifying, gathering aremaintained. The data are inquired to be mainly that the information in the database use various kinds of pairs of projects, maps to carry on the accurate, fuzzy or classified inquiry correctly, and export selecting to open and pursue through the single outputting, demonstrating, analyzing and comparing. It can carry on the accurate, fuzzy or classified inquiries to the initial data and fruit data, it can open the data files with EXCEL through opening function. The fruit demonstration is to demonstrate the map dealt with and can't make up by picture layer map being basic, and can realize basic GIS functions, such as zooming in, zooming out , wandering , information indication , drawing , printing ,etc. . It can also realize that set up and look for the function with the characteristic in map, can obtain information quickly. It can realize the single rendering, unique rendering, classes rendering, regular label and advanced label through the different ways to indicate the information in the layers. The dynamic demonstration is to use the animation software to analyze the several pieces of the various maps of the same meteorological element; we can make out the climate change trend. It is better than analyzing the single static map and easier to predict the information. 5. Conclusion By solving the problems in the process of the project we can get the following conclusions: it is very important for the computertechnology to be applied widely in the field of geography and meteorology. It can help us to elevate the researchers' efficiency, to solve the open of project files of the further development of ArcView by adjusting the images. We can carry out all the functions in the demand analysis by using the basic meteorological element information research and management in the northeast China developed by VB and MapObjects. We can not only carry out the efficient management of the materials, but make the actions to open and look through all maps and layer files in the system come true. At the same time, it, with the general functions of GIS, provides the better management measures to the users. It is obviously that the development of the GIS technology and the application of component technology in all fields will promote their development.
