With the development of economyandthe progress of the society, the weatherand climate draws more and more people’s attention. At the same time, there are problems existed in how to improve forecast accuracy and satisfy increasingly high demand in the development of meteorological service. Since the high speed development of ITand automation technology, after decades of continuous development of meteorologicalservice technology, it is urgently need to design and develop the business process, business platform for application, so as to improve the work efficiency, to meet the newsituation and new challenge to realize modernization.According to the business demands analyzed from the existing county meteorological departments, this thesis introduces realizing county comprehensive meteorological service platform by utilizing MVC design pattern, which should put forward the county comprehensive meteorological business as an important technical support of integrated meteorological service. Software Engineering methodology and UML is used to design and implement the software of the comprehensive meteorological service platform. The service platform consists of 5 parts: Firstly, it is designed and implemented infrastructure subsystem to ensure the high availability environment for all the facilities. Secondly, it is constructed information network supporting subsystem to enhance the flexibility and integrity of the meteorological data in county meteorological department by constructing the service application data sharing and backup mechanism which relies on the CMACast. Thirdly, it is regarded that comprehensive observation subsystem,forecasting and warning subsystem and public meteorological service subsystem are the main components for county meteorological services.Through the configuration and deployment of localization, it is realized the comprehensive observation, forecasting and warning and public meteorological service functionalities.It is also integrated with local applications done by engineers of Meteorological Bureau of Xinmi city utilizing developing interface.After designedly and fully test on the county comprehensive meteorological service platform, all the functionalities satisfy the business requirement. Moreover, the solution is implemented in Meteorological Bureau of Xinmi city, and the system is running in good condition. In the future, it is still need further research on the platform security, control and management, and then promoting the business gradually.
