With the rapid development and extensive applications of computer and communication technology, both government and business enterprises have already been aware of the importance of informationalization, in addition to invest more on hardware facilities, paying more attention on the construction of the information resources, the stress is put on seeking for effective software system which can meet the practical needs, the importance of management information system is becoming increasingly concern of many persons. Along with the deepen of national personnel system and the adjustment of the personnel policy, the original personal management can not suit the development of market economy, many business enterprises hope to get away from the complicated and traditional personal management, the personnel service centre satisfies the demands, lightens the burden and economizes the cost for business enterprises. Personnel agency is a new affair in the market economy system of our country. It is a kind of new personal management method under the condition of the socialism market economy. The difference between this and the traditional personal management lies in: the employees' personnel documents are managed by the government personnel section while the employers can only use the employees instead of occupying them. With the increment of personnel agency work, the originally traditional handicraft work method cannot satisfy the obviously increasing amount of business. Moreover, recently our government speed the construction of informationalization, strengthen investment, and the personnel agency management system being a part of informationalization is now becoming the utmost urgency.This article designs and develops the personnel management system according to the demands of computer management of personnel service centre, combining the existing condition of information management system and personnel agency. That system based on the contents and characteristics of personnel agency management, with the prerequisite of software interactivity, simplicity and scientifically variability, provides the accurate and overall data and analytical result to personnel agency management, improves the efficiency, quantity of management, carrying out computer management in the personnel service centre.This paper studies the technique foundation of the establishment of information system, analysing the personal management information system with the analytical method including the investigation and analysis of the current system, the process of management and the customer requirement... etc. and puts forward the logic model of the new system on this foundation. Based on the analysis to the system, combining related theories and the actual circumstance of the personnel departments databases, carrying out the concept structure and the logic structure designs of the system database, and using the design method that structure turn to carry on the system design, putting forward the physics model of the system.. This system chooses the relative database management system Microsoft SQL Server 2000 as the software terrace, conducts system programming with the visible development tool PowerBuilder, develops an easy operating, practical, interface friendly, enlargeable personnel agency management information system.
