At present, not only the development of the whole society, but also the innovation and development of the higher education itself all put forward higher and new request about personnel management in universities. Establishing a modern personnel management information system (MIS) that is supported by information technology, computer technology and network technology is an important basal work in the construction of employee procession. It is also the precondition of realizing the modernization of personnel management and scientific decision in universities. According to the request of strengthening the computerized management of personnel information of the Personnel Department of Chongqing University, and combining the development actuality of MIS and the practical situation of the Personnel Department, this paper puts up the design and development of personnel MIS. The design of the system is based on the contents and characteristics of personnel management work and pays much attention to interaction, simplicity and principle of visualization. The system can provide exact and comprehensive data and analytic result for personnel management and improve the work efficiency, quality and validity, reliability, realtime of decision. In the paper, technological bases of MIS are studied and analyzed. This paper makes detail system analysis by use of structured analysis method. Analyzing contents include organization structure, managing operation flow, requirement of users, etc. Based on the analysis result, the logic model of new system is put forward. And the design of the conceptual structure and logical structure of the system's database are based on database theories and the practical situation of the Personnel Department. By use of structured design method, the system design is carried on and the physical model of the system is posed. The software platform of the system is Microsoft SQL Server7.0, which is a RDBMS based on Windows. The program design adopts PowerBuilder7.0, which is visual and object-oriented. The personnel management information system possesses advantages such as simple operation, better practicability and friendly interface.
