The automatic monitor and forecast of flood regimen,as a modern technique of real-time collection,transmission and analysis of hydrologic information's an effective way to forecast and control the flood in river basins and reservoirs and make rational use of water resource.lt is one of aims of modern hydrology.Because of its low cost,short construction period and high efficiency,the automatic monitoring and forecasting system of flood regimen is very useful in flood prevention.In this paper,by analyzing basin characteristic of the Kaiduhe-and-Kongquehe irrigation district,the necessity of establishing automatic system of hydrologic data collection and transmission was presented;at the premise of assuring accuracy of data collection, stage gauging and water gate gauging station were laid out,based on the most economic system scale and investment,when laying out stage gauging station,the principle of controlling the river and branch was mainly considered;hardware select was advanced in the system,which can basically meet the needs of automatic system of hydrologic data collection and transmission and flood forecasting in theKaiduhe-and-Kongquehe irrigation district,it run stably and reliably,measure precision was high;Ultrashort communication was used to transmit hydrologic data,which was fit for the geography and topography condition in this basin.In order to realize the scientific operation of water resource and automatic management in the whole irrigation district,full function and good utility software of analysis and computing was developed in advanced computer programmed language,much function was provided,such as debugging parameter,showing water stage and discharge contrast chart of different canal system and corresponding data,outputting to projection screen for specialist consultation or printing ,and it can make hydrologic forecasting ahead of a certain time.The system has been debugged and preoperated in the Kaiduhe-and-Kongquehe irrigation district,which proves that system operation is basically steady,parameter measuring precision is fit for the criterion.How to ensure communication channel operating normally.and to ensure that system runs stably and reliably need further research.
