In 1998, the biggest flood in the past 100 years occurred in Nenjiang river area. It directly caused 40,000,000,000 RMB economic losses. Therefore, constructing Nej-big hydrologic hinge in Nenjiang river was permitted in state 10th five-year-development plan. It is the key project for realization of "transport water from north to south". Hydrologic information automatic observation is a kind of modern high-tech used for timely collecting, conveying, processing, and predicting. Construction of NEJ-Hydrologic Hinge Information Automatic Observing System is the most important non-industrial engineering approach for exploitation of water resources and preventing flood and drought. The system design and development procedure are introduced in this paper. The most advanced technologies in remote measuring, communication, computer, and internet have been applied in NEJ-observing system. The system can observe the timely hydrologic information and raining information in the whole hinge area. It includes 1 central station, 1 branch central station, and 59 remote-measuring stations which consist of 14 hydrologic remote-measuring station, 4 water-level and rainfall emote-measuring station, and 1 water-level remote-measuring station, and 40 rainfall remote-measuring station. And combination of maritime satellite, GPRS/GMS,North Star and ultra-shortwave is applied in the system communication net way. The central station locates at the engineering control and management center in Qiqihaer city, Helongjiang province. And the branch central station locates at NEJ-corporation in Moqi, Inner Mongolia. Microwave communication way is used for connecting between the two central stations. And rain and water information is provided to the northeastern net controller and upper management department by FDDI. The system can cover 12391km2 area in Nenjiang river. It is one of big hydrologic observing systems in our country. Whole system package the drawing together data acquisition is received to deal with , and the regimen is forecast the database administration , and the web page is issued the reservoir accent flood , and several parts such as the grade department remote transmission upwaring etc are formed . System owner terrace uses JAVA to design , according to the different merit abilitys of user , has used to based on the three layers of browser / server ( B/S ) network architectural structure of WEB , and the hybrid mode type of two layers of client / server ( C/S ) architectural structure is designed , change that namely " the thin customer " structure realized three layers of structure code putting in an important position nature is good and uservocational work is logical and new merit can the increase is employed with can making things convenient for the affair logic layer the person who realizes merit , again pledge the regimen forecasts , the reservoir accent flood is issued the safety of school assignment . The system uses to stride the data base interface with is open of the design language of terrace , and makes that the compatibility and expandability of system are stronger The system is developed under Windows2000 Server ( SP4 ) and Windows2000 Pro ( SP4 ) environment , and WEB server chooses IIS ( Internet Information Service ) 5.0 to use the graphic display on the browser of Internet Explorer6.0, with Tomcat 4.0, client-side browser , and has used Applet technology to compile . The language that some displays of table are used is that Java , Jsp , JavascrIPt , VbscrIPt and Asp compile . The communication program of first floor uses Vc++, regimen to be forecast and accent Hong other interface program uses Visual Basic 6.0 and Visual InterDev 6.0 and the rainstorm isopleth and equivalent face picture on the browser has used TopMap World package again , and the diagram is made software and is used Fireworks MX2004 and Adobe PhotoShop5.0, debug aids to use Ms ScrIPt Debugger,Lomboz and data base set all to use Sqlserver2000 The system has chiefly used the following technology : Java Applet technology reaches many forms and seal and package technology to WEBGIS technology to COM/DCOM package technology to dynamic HTML technology to the dynamic web page technology of Active Server Page , and uses JDBC and ADO data base visit package to have realized the sum and relies on the freeness of warehouseThe major interface of system includes that entry paging , main interface and various kind of information are leaped out to show the interface . The dynamic style is used in the design of entry paging , calling including the system name , and the entry number of a bank account , the input frame of password and entry system . Simply clearly understand , and can embody systematic subject and user characteristic . Major content that the system is approached in the main interface display interface includes the map display , menu display , and rainstorm isopleth and equivalent face reaches Web administrator telemangement interface etc . The data design includes real time rainwater feeling data base and the geography information system warehouses , northeast electrical network transfer warehouse and prevents flood worker feeling data base . The real time rainwater feeling data base is the foundation of whole system . The nation flood prevention command system that the development of data base is compatible to the real time rainwater feeling , prevents flood worker feeling requirement of warehouse , and carry on the construction of data base according to the real needs . The data base uses MS SQL SERVER2000 design.
