In recent years, the role of the media has changed remarkablely. From the many facts we can find out that the mass media of our country is not single "mouthpiece" and" propagator" any longer. The mass media is beginning to return to media itself and come up the social role whose media should bear. Media is not other mouthpieceses and other social judicial organs but media itself. This is the result we have learned for many years and should be as the sprits that makes great efforts to carry out in the reform in contemporary media.This kind of phenomenon is the result that the relationship between media, mass and government has changed. On one hand, it is media that carries on its own reform to close to mass; the deeper reason is the relation between the government and the mass is changing and the reform of media is exactly one part of the reform.Based on the media between the contemporary government and mass, this paper analyses the role of the media is changed because of the role of the government has changed.Through the analysis of the reforming orientation of our countries' "re-government "and " little government, heavy societies", media as the government's mouthpieceses has being faded. Compared to the re-survey of the role of the media after the mass position raised, media as the "client" given by the mass is continuing .The change of the media role of our country is exactly the result that these two respects act together.This paper separately builds the relationships between the media, government and mass in each different periods at the same time. This paper proposes that this kind of change is an inevitable trend of social development and influenced by the philosophy of" humanism". What's more, the role between the media, government and mass is predicted in our future government in this paper based on the comparison to the role of the media in the eastern and western. Meanwhile, the meaning of this change in communication is analyzed.Just as what Schramm had said, the importance of the communication is not how we use communication but what we will do by using communication and who possesses and controls the communicating tools and organizations. That's also why we research.
