With the political system changes and economic reform, Chinese government has changed from traditional management into service-oriented. Chinese media has been given a dual nature: to bear the political propaganda tasks and to conduct business to meet the needs for survival. Have experienced the course of controlling and being controlled, supervising and being supervised, they started becoming aware that they should focus on the audience as central to take more extensive cooperation, to promote mutual understanding and social harmony. This paper is under the background of Chinese society democratization process, taking recent significant events as cases to analyzing the evolution of the roles of government and media.ChapterⅠdiscusses the process of China's social democratization and the government's press control policy of emergencies. ChapterⅡanalyzes changes of the ways of media reports and its impact from technological advances. ChapterⅢexplores how the government and media target and get credibility mainly from public opinion supervision. Chapter iv takes 08 snowstorms as an example to analyze the interaction between the government and the media.The conclusion of the paper proposes the government and the media should take credibility as the common goal to find their proper role, and to become advocates and promoters in the process of society democratization.
