More and more powerful Systems of Numerical Weather Forecast has been developed by the researchers of the meteorological group over the whole world as the greatly advance of the technology of the Numerical Weather Forecast. These applications always need a lot of computer resources and the support of the Grid infrastructure. In addition, the Weather Forecast is a complex flow. The methods to submit the jobs are by hands with examine the logs currently. These methods are pretty unskilful, and can't adapt to the demands of science computation. So building the system of Workflow Management based on the Grid-workflow technology could spread the scope of the Grid of Chinese Meteorological Application (CMAG), and facilitate the user's usage.In this paper, we have a lot study about the technology of Grid-Workflow, and implemented the Workflow Management subsystem in the CMAG portal according to the character of Numerical Weather Forecast. The main work includes: implemented a distributed Workflow Editor to provide workflow edit function, divided the function of the traditional Workflow Engine, designed a Central Control Engine to control the composition and execution of the Workflow Instance, a multi-distributed Workflow Execution Engine to response the Control Engine and control the execution and termination of the Workflow Components. In addition, an Administration and Monitoring Tools has been implemented and the user can monitor the execution of the workflow in the graphical interfaces. Above all, this paper provides workflow Components encapsulation tool and register tool by which the developer could encapsulate and register program by encapsulation, and share the accomplishment in time for the sciences.The Numerical Weather Forecast Workflow Manager System have meet the demands of computing and forecast according the need inside the Weather Bureau, and share the high performance compute resource, weather observation data, software resource. Our works have very important significance to establish china numerical weather forecast technology's innovation system, and promote numerical weather forecast's research and application effectively.
