This article witch backgrounds of researching and developing a digital video surveillance system studied the realization of video transmission based on network on a personal computer. After an in-depth analyse to the flow of transmitting video and audio through network, we successfully replanted the technic of video compressing, RTP real time transmission to personal computer. And we also succeed in inosculating the technic of multithreading, multiple buffers, windows socket, IP multicast and RTP real time transmission by using Visual C++6.0 and MS Directshow SDK, and obtained a good result. At the same time, we carried on researching the robustness of this software. We made the research findings of digital video transmission based on network used in applications of banks, and got very good social effects and economic benefit.This article mainly completed these tasks:1, According to the demand of the applications of digital video surveillance, we made explaining and analysis to the meaning that studied digital video transmission basing on network, and also made beneficial exploration on how to fully utilize existing network resource and ripe multimedia computer technology to carry on concrete use in the field of digital video surveillance;2, The key technology involved to " video transmission based on network " while using has carried on deep analysis, comparison. This paper brought forward a design philosophy that proposed "using RTP protocol to pack the media stream in UDP protocol";3, Through analysing and understanding the technology to IP multicast, we realized multiple point surveillance in platform of PC, witch improved the utilization ratio of the bandwidth of the network, and gave users abundant freedom in exiting and joining in the system;4, After deep analysis and study to 32-bit operating system, we proposed the design philosophy on "using multithread, multiple buffers to resolve the problem of network congestion and real time transmission ";5, We resolved the problem on how to playback MPEG-1 video stream.6, We made deep research on the robustness of this software and well solved the problem on how to use the research findings of this subject in engineering application.
