In the recent years, due to the development of society and economy, the demand on video monitoring is increasing. Especially after 9.11, every government paying more and more attention on the anti-terrorism, the cost of security defense is also increasing. Based on this background, the long-distance monitoring system based on networks has developed fast and been applied widely. Nowadays the mature long-distance monitoring system based on IP multicast could achieve the multi-objective monitoring by multi-user in the long distance, which has been widely applied in everyday life and production. However, the long-distance video monitoring system based on IP multicast still has certain limitation. For example, it is impossible to monitor the moving scenery and objective out of the area covered by the fixed networks. In order to monitor shipborne objective , we design the shipborne wireless video monitoring system based on IP multicast. The shipborne wireless video monitoring system take on shipborne scenery as the monitoring objective. The system is divided into two parts ---the collection of shipborne (local) video sources and the collection, management of monitoring information and the compact in terms of MPEG-4. Video information is displayed simultaneously in local place and stored in hard disk, then is transmitted to the inland host server through CDMA networks. In local place, the display of video information is simultaneous and the information is relatively comprehensive. However, limited by the band-width, the band-width which we make use to transmit the image to the inland server could only support one signal. Here we make use of fixed time-slot, multiplex rotation arithmetic. Other arithmetic is all right. In the long-distant monitoring system, the application of Host-server / client server satisfies the monitoring demand of multi-user to multi-objective by IP multicast technology. The biggest bottleneck of this system is the band-width of wireless video signal, which is somewhat advanced and a program facing to the future development. With the development of 3G networks construction in out country, the bandwidth of wireless communication will increase from more than 100 kbit/s to above 1Mbit/s.This system will gradually applied to larger scale.
