| Net-video monitor system is a hotpot in these years. It will be an imperative part in our work and live. In this paper, compared with the old monitor system, combined with the development of the new video and communication technology, video servers is brought forward as the new scenario that based on PC and IP multicast and the application of IP multicast on net-video transmitting system is studied emphatically. The paper narrates video knowledge that is used in the system firstly, and then analyzes or introduces the structure of the hardware and software of the system, and emphasizes network protocols and IP multicast which are used in network communication between the video server and the clients. At the same time, the paper introduces in detail each module of the software of the system, and analyzed the reliability of the software. Lastly, the difficulties and the questions, which were faced during debugging the system, are discussed. The system has been run in LAN successfully and can be used in WAN. Therefore it is valuable in practice and is propitious to generalization.
