It's emergency to build up city-security systems, for citizens high level requirements for safety lives. Within city-security systems, city-video surveillance system is the core component. City-video surveillance system has to be built up based on computer network to transfer video information. Recently, there are two ways: first, redeploy arid set up exclusive network, but no one can afford;second, implements the surveillance system upon Internet infrastructure, but this brings new problems: blocking problems. NoW almost all video surveillance systems transfer Video information on unicast or broadcast mechanisms, but these two methods can easily occupied all bandwidth and block the network.Based on research and implementation cycle of the hew generation video surveillance system of Honeywell Corporation, this article adopts application layer multicast mechanism to realize video and audio information transmission on Internet which is a good resolution for dealing network blocking problems.At first, this article introduces the history of video surveillance systems, points out there are three core technologies in video surveillance domain: encode and decode, transmission and storage;This article explains in detail about current application layer multicast protocols, analyzes characteristics of wide-area video surveillance system, andpoints out that all current protocols cannot be used in video surveillance domain directly. Then this article describes a new application layer multicast protocol that suits for video surveillance domain. This article describes this protocol in detail, including creation of multicast tree, management and others.This article also discusses the adaptive bit-stream controlling technology, and also takes an experiment on it. Especially, this article lists out analysis about results of the experiment. And also, this article describes the designing arid implementation of this hew video surveillance prodtict which includes lots of fuilttions, includihg: r^al-time surveillance^ video record inquiry -, device mana^ment> alaW message management aflid E-Map. At last tills article discusses \&q testing about this software prdduct.
