In multi-platform and distributed computing environments, XML supplies a kind of neutral and standard data interchange format on behalf of its structured, extensible and flexible data model. With the support of the industry vendors, XML and the series of technologies based on XML constructed a set of standards on exchanging data. XML and its derived technologies supplied the abilities of inquiry, transform and security of data except for extensibility and flexibility. Recently, XML has been applied in commercial data exchanging and e-government systems widely, but researches on how to combine XML derived technologies and XML in a same system are rare. The research invoked a architecture named XML-GOV, revealing how to apply XML and XML derived technologies to define, inquiry, transform and protect the XML data, and the architecture enables the data exchange among differed systems or different platforms. In the research, methods on how to apply XML and its derived technologies in order to enhance the data exchange ability among differed systems and differed platforms. The research includes: (1) How to define a XML schema according to some kind of documents in real, and how to validate the XML presentation of the real document according to the schema we produced. (2)The technique on storing XML data in relational databases. (3) Convert between XML format data and data in other formats based on XML transform technologies such as XSLT. (4) Accomplish the security requirements in storing, transferring and validations on XML data with XML derived technologies such as XML encryption and XML signature. (5) Invoke an architecture framework called XML-GOV, applying XML data transformation and security technologies. And further research on how to apply the framework in e-government systems. In the research work that has been done, an electronic document system was made base on the XML-GOV architecture, also it is an example showing how to use the XML-GOV framework. The advantages and feasibility of the framework are verified by the electronic document system.
