Equipment inviting and bidding management is in a behindhand state in our nation at present. Manual collection, arrangement and gather are adopted to manage the data information will bring many disadvantages such as much repetition of work time, lose of data, many mistakes of data, high work strength and low work efficiency. These make the management of equipment inviting and bidding work cannot be managed scientifically. On the other hand, the existing equipment inviting and bidding information cannot also be used to serve equipment inviting and bidding work of abuilding project.The study of this dissertation is about a business project for equipments inviting and bidding information management of Beijing Guohua electric power corporation. Aiming at the problems of tangly management of equipment inviting and bidding data and information, and the problems of nonstandard information that caused by nonuniform standards in equipment inviting and bidding in the corporation. Advanced software techniques-COM+, Web Service and the key technique-DataSnap of Delphi that are used to realize the multi_tier distributed database system are put farward to construct a system, and the system can be used to realize information share in Beijing general corporation and branch corporations in country wide, and manage the equipments inviting and bidding information scientifically, and provide high efficiency and accurate decision support for equipment inviting andbidding work of abuilding project, and pigeonhole inviting and bidding information for equipments, and provide intelligent decision support for managers through processing the corresponding data. Chief work and achievements of the dissertation are as follows:(1) Through analyzing advantages and disadvantages of traditional two-layer C/S architecture and multi_tier distributed C/A/S architecture, it is pointed out that multi_tier distributed application system based on Web Service will be the new development trend of management information system.(2) The key techniques-COM+, Web Service used in inviting and bidding system are studied deeply in this dissertation, It is presented that COM+ is ideal option when it is used to construct multi_tier distributed system, and Web Service can improve expansibility of system when it is used as the transmission intermediate of system.(3) It is presented that COM+, Web Service and DataSnap techniques are adopted to construct multi_tier distributed database system, and the transmission and update of the data of multi_tier distributed database application system are studied deeply in this dissertation.(4) The demand analysis, functional design and development environment of the system are analyzed and designed in detail according to the practical inviting and bidding situation of equipments.(5) Based on the analysis of the design principles of database, the third normal form and various constraint conditions are put farward to design the Equipment Inviting and Bidding MIS tables of database.(6) It is discussed in detail that how to construct COM+ application server and Web Service application server. The procedure that constructing COM+ application server, and how COM+ accesses the data of database, then constructing Web Service application server, and how Web Service invokes COM+, in the end how client invokes Web Service are designed and analyzed in the dissertation.(7) The study and design of system security are offered and the methods of resolution are given. The security pattern of database is combined with that of application program to guarantee the security of data, It is pointed out that the method of dividing right management model, distributing corresponding right for the user and authenticating identity of the clients are used to guarantee the security of thesystem.(8) The equipment inviting and bidding management information system developed has been used successfully in the equipment inviting and bidding management of Beijing Guohua electric power corporation.
