On the first, the paper has proceeded the idea of 'library revitalization through profession'. 18 items that implied FuZhou three colleges library human resource condition were inquired. According to this inquisition, a conclusion was obtained that the college library human resource allocation doesn't satisfactory and lacks the institution on the human resource management. In addition to the reasons disposed on overview, the economics basement and ecology basement, which show the reason why the college library human resource allocation is low, were pointed out too. It is an application of theory. From the current this thesis described in brief the equilibrium for college library human resource allocation and explained that the condition of equilibrium between knowledge librarian and non-knowledge is that there is an only point between the equal-pay line and U-task curve. Finally, three parts first allocation, second allocation and strengthened allocation of college library human resource are the main content in thesis and favorable measures of their implication were discussed, In a word it is belonging to the new theoretical progress in library human resource management.
