Method Research Of Constructing E-Governor Based On XML And Re-use Technology

With the high-speed development of network technology and communication technology, the E-Governor has become the head of the five "information freeway" applications. Through the E-Governor, the efficiency of handling affairs in the government can be improved greatly.This paper introduces the basic concept and character of E-Governor and the present status at home and abroad. Then the emphasis is put on the discussion about the developing methods of the XML technology and re-used technology. Based on the research, the paper bring forward a new effective method of E-Governor developing, namely, using the design thought of SOA, using prototype strategy to analyze requirement, using the combined structure of B/S and C/S to found the system's framework, and using N-tier structure to found the system. Meanwhile the paper translates the progeny of researching into practice, we choose the Personnel Government Affair System of County Level as the E-Governor system's prototype, the system covers the whole business functions of the personnel government. It is not only a current E-Governor system model used in the personnel government affair domain, but also used independently as an integrated E-Governor system. Applied to the practical E-Governor System, and taking the example of design for the system, the paper explicates the main methods and technologies used in developing E-Governor System developing.With the instance, the paper introduces the requirement analyzing method based on the prototype strategy, and introduces the design for functions, structure and database design in detail. The paper emphasis on how to building and parsing the virtual data source based on XML technology and the creating method of the on-line declaring system; and the developing method based on re-used technology and the research and realization of the role-based authorization mechanism. Now, the system has been used by personnel management bureau of Huang-Ling County of Shan-Xi province. And itworks very well.It is proved that the system can speedup the developing of E-Governor System and is universal and transplantable.
