The rapid development of distance learning challenged the traditional courseware. For the absence of relevant criteria' control and guidance, courseware has hindered its sharing and reuse. So the standardization of traditional courseware for sharing and reuse has important theoretical value and practical significance.This paper examines two major criteria of distance learning, i.e. IMS(Instructional Management System) and CELTS(Chinese e-Learning Technology Standardization). In addition, it discusses the two important mechanism of IMS\CELTS-Learning Resource Meta-Data and Content Packaging and how to realize courseware sharing and reuse based on these two mechanism. Next, the paper studies the drawbacks of the present courseware, and indicates that it must comply with IMS\ CELTS for the realization of courseware sharing and reuse. Furthermore, this paper presents a courseware standardization model based on XML. Faced with so many nonstandard courseware, this model which aims at attaining the two criteria, i.e. IMS and CELTS, makes full use of XML technology to realize courseware resource standardization from two aspects, i.e. courseware resource meta-data and content packaging. Finally, a system prototype has been contrived and the standardized courseware has also been applied to the third party Learning Management System to attest that it could be reused and shared.
