Intelligent Peripheral (IP), as a functional node, provides specialized resources for the service in Intelligent Network (IN). With the increase of portfolio in IN, the traditional IP management technique is not sufficient, so it is important to explore the way of constructing the IP network. In this paper, a new type of Intelligent Peripheral system named ipSRP, which is based on the enhanced SRF (Special Resource Function), is proposed. The design as well as the function of ipSRP is introduced and the implementation of the SRF in the system is discussed in detail.The SRF of ipSRP is based on SRF-FSM (finite state machine), which is formalized by ACP (algebra of communication process) in this paper. It is realized in the SRF module and the VOICEUNIT module with these new techniques such as the Distributed Share Memory Database, the real-time timer with fine precision, etc. Furthermore, the model based on Queuing Theory in these modules is analyzed and the algorithms for controlling congestion and load balance in ipSRP are put forward to improve the performance.
