With the development of Intelligent Network, it is a serious subject that how to provide a stable and expansible service processing platform for Intelligent Peripheral and integrate the Intelligent Network service with Internet. ipSRP system is a kind of enhanced independent Intelligent Peripheral based on TCP/IP. The paper deals with the approach designed and implemented in the supporting component of ipSRP.The supporting component adopts logically hierarchical software architecture, low layer services the upper through API. The paper develops an effective congestion control method based on congestion-level. Also, the transfer of database recordset and file between heterogeneous platform is implemented and load balance with an adaptive arithmetic based on Weighted Random is put forward. Visual technique is used in management console to modify voice and monitor system running state. Through analyzing statistic data, the paper compares the performance of two congestion-level arithmetic over time sequence, and shows the effectivity of multi-service occupying fixed resource proportion. Finally, the paper tests the call access capability of Control Node under the simulated environment.
